You do not need any plugins to be installed. You can make forms in Jira to have your dynamic forms designed. Attaching below the documentation. Hope this helps !

In Jira Cloud, directly showing or hiding custom fields based on another field's selection (like a dropdown) isn't supported out of the box.

However, if you are OK with using a plugin, you may achieve this using the Behaviors feature from the ScriptRunner for Jira plugin.
