Hi. There are several questions.
1. Is it possible to make it so that the client, when creating a request through the portal, adds an observer?
2. How can a customer reopen a support request after closing? In the system I see that there is a status "reopened", but I do not know how to give such an opportunity to the client.

1. Yes, it's possible. Add field to form, for adding persons, which must be assigned as watchers. Or, customer can add Request Participants through Share button.
2. It's possible too. You must edit workflow, adn add checkbox, in Reopen transition, that it must be visible for customer.
