This should be set in the workflow.
You would need 2 Custom user fields, 1 for both approvers.
Use the 1st field on the approval status A and the 2nd on approval state B.
On positive approval or status A, the issue should be transitioned to approval state B.
If this is not the case in your workflow, please show your current config.
Automation rules act upon triggers, based on an action.
