SMTP server and bulk messaging

Hello,
I have two questions that I have not found answers to in the guides.

1. Where can I change the smtp server address to start sending emails via a special service like Postmark?
2. Where can I set the aggregation of sent notifications, so that instead of 15 emails per minute, I receive only one regarding a particular request.

Regarding your question 1:

Atlassian does not provide an option to change SMTP or add an SMTP relay.  However there is an open issue for this: https://jira.atlassian.com/browse/JRACLOUD-62125  .  That means you can't use Postmark.
