Welcome to the community. You can use something like
created >= startOfDay(-24h)
One recommendation on your rule, you should not be using the Issue Created trigger because this is not the appropriate one to use. It will be fired unnecessary and will not work.
Instead you should use "Scheduled" trigger to accomplish your task where you can set it up to run on a daily basis. See below as an example
