In a JSM project worked by many teams, is there a way to restrict Assignee based on a group-picker custom field set on the same work item?
For example: If the group field is set to "Service Desk", only users in the "Service Desk" group should be assignable users and if the group field is set to "Facilities", only users in the "Facilities" group should be assignable users.

First of all, you need to create a group picker field so that it appears in the work item (for example, Assigned Group). Once you have this set up, go into the permission scheme and, under the Assignable User permission, specify that it can only be assigned to the group picker you created earlier.

Unfortunately this doesn't work. We have this in place already assuming that would be the solution, but it doesn't prevent me from selecting any other user in the project.
We also have Service Desk Team project role in the 'Assignable Users' permission, so this may be the reason. All users belong to the Service Desk Team role. I was hoping this would exclusionary, but it appears these may be additive instead.

You just have to leave only the picker group as the assignable user.
