Recommended Security Settings for a Service Project for HR Team

Hi Jira Community,

I'm looking for help on creating a service project for our HR team. And due to the sensitive nature of it being a HR ticketing system,their needs to be very limited access on the project. I'd like it so that the tickets cannot be seen by the JIRA admins. Is this something that is possible? If so can anyone point me in the right direction for the settings that would need to be enabled for the project.

Yes, but no.

Jira permissions are permissive - you let people in to see projects, not block them from seeing them.

Admin rights do not mean "can do anything", they mean "can administrate".  

So yes, if you grant your admins the rights to administrate, but not "see project", then they will be able to do their job, but not see your project.

But, no.  Because administration means being able to administrate your project, they could easily add themselves to the permission to see your project if they wanted.

You have to be able to trust your admins.
