so here are my 2 questions:

How do you know if you have access to the open beta?

The Data Manager is for the assets. Can you also save asset filters with this manager? So that you can access them again later. You can also filter work items and name these saved filters and access them again.

to get access you will need Premium or Enterprise plan. Then you should be able to activate it on the assets config: https://community.atlassian.com/forums/Assets-Data-Manager-f-k-a/Assets-Data-Manager-is-coming-to-Open-Beta/ba-p/2809988

How do I get access?

There’s no further action needed. Data Manager Open Beta will be available to all Premium + Enterprise subscribers in Jira Service Management, Cloud. It will be an opt-in feature of Assets that can be toggled on through Assets' General Configuration Screen. 

As you stated correctly Data Manager is for Assets, especially to collect data from different sources, clean them up and transfer to assets.
It will not provide bookmarking features nor for Assets neither for work items / filters.
