I am following a Jira tutorial (https://www.youtube.com/watch?v=0U2t7QkY1jI) on how to connect Jira Service Management On Call Schedules to Slack. At the very beginning, the tutorial requires you to click on settings, then Products, then Chat and video tools (screenshots attached).
The issues is that in my account (admin permissions) I do not have any Products tab under settings.

This means you are not a Jira admin or site or org admin.
You might be a project admin, so you need to reach out to a Jira admin on your instance.

As mentioned by @Susan Waldrip , this is now called Jira Apps.
But this integration needs to be enabled from a JSM project

I have checked with my Jira/site/org admin and he has the same view under settings that I have. He thinks this is happening because the Product feature is under Premium now, whereas we have the Standard version - could this be correct?

In addition to what @Marc - Devoteam said, just wanted to make sure you'd heard that "Products" is now called "Apps", so if you have an "Apps" tab, it's the same thing (and if not, then the admin permissions that Mark mentioned is likely the problem).
