Problem with requested participants

unable to add some users as requested participants and not sure why. anyone any ideas? its not all users, just random ones who have same roles and permissions as users who we can add.

Are these users listed as customer on the project?

Can they access the portal and make a request?

Can you add them as a participant using the share option on the portal?

Is the product role customer set on the user properties on the user in Atlassian Administration.
