As far as I understand would not be possible to create a new work category outside from pre-existing ones and can only enable these.
Would like to double check if this is the case as not creation of new not mentioned in documentation.

Currently, no, those are the categories that you can currently have. The work around would be to create a new request type.I understand, you would like to have a better structure for the request types.
