Is there any way to track a specific group from the portal if it is reachable or not?

I don't believe if you can obtain this type of reporting from the UI (out of the box). You need to contact Atlassian Support (https://support.atlassian.com) because the support team can access the system logs to assist you further.

If you need constant uptime monitoring, maybe you can use Atlassian's "Statuspage" product for that ?
