We've been using the free cloud hosted Jira Service Management for about six months now, and we love it. We have 3 IT agents and about 200 users, so the license model works for us.
However - I keep getting notified that:
"Email notifications are off until [date]
You've sent the maximum number of notifications in 1 day for your plan. This limitation will be removed when you move to Standard/Premium (paid) plan after your evaluation period."
Here's the problem - we ONLY have 3 agents. We do not plan to have more. The lowest paid plan is for 10 agents. It seems silly to pay for 10 users when we'll only ever have 3. I'd be happy to pay for the 3, if it were possible.
Does the above notice mean that users no longer get notifications when comments are put into the tickets they opened?
*Is* there a super cheap option for 3 users? I've been using/administering Jira since 2006 at various companies, but this is the first place I've tried using a free plan.

It does mean that all outgoing notifications are being stopped.
