I have it set up that project managers get a notification whenever a new issue is raised (sorry, in Dutch :) but you get the point).
It worked great the first couple of weeks, but it somehow stopped working. They got a notification on some issues, but not all.
I raised a ticket and the solution according to Atlassian was because not all issues were shared with the organization. We tackled that and it seemed to be working again, but 2 weeks later and the notifications stopped all together.
So I raised another ticket. This time the solution was adding the project manager to the group user, which I did.
The notifications started working again.
But here we are again, 2 weeks later and no notifications at all.
I made a seperate notification schedule and added the project manager on an individual basis, but that doesn't help either.
Everyone else in the issue are being notified when something changes (the customer and the agent whenever they are assigned), it's just this specific setting - a notification to the project manager whenever an issue is raised - that is failing all the time.
I also asked if the mails to the project manager are being bounced, but that was not the case.
Does anyone else have a solution? I always search first before asking and because I cannot find anything that might help me in this particular case, I thought a community thread instead of a ticket might be better for if anyone else has the same problem.

Are the agents by any change Reporter in the issues for which they haven't received a notification?
No, they aren't. And sometimes they did receive a notification from a specific reporter, but the next issue the same reporter raised did not give a notification (with the same issue type).
