I have been trying to register a new user that starts this coming monday, and no matter what I do, his inbox is not receiving the invite, despite being able to receive other emails. He is also not receiving the password reset request email.
In the past, new users have been automatically set up with their M365 credentials, but it has not worked this time.
Not sure where to go. I already checked his spam/junk folders and there's nothing there either.

If you are sure nothing is in SPAM/JUNK, as a workaround, please ask user to install Jira Cloud App on mobile and ask to reset the password from the app itself. That way user should get the email in the inbox.

You should open a support ticket with Atlassian to see if the user's email has been blacklisted for some reason.
