A new user logged into our production portal and was asked to register an Atlassian account, selected Microsoft account verification and then continued the log in process. when he pushed the button for email verification code to be sent it kept giving him codes every 30 seconds. He received at least 8 messages. Eventually he was able to enter one and then pass the Captiva test with the pictures.

When a customer hits the portal and gets pushed into "register an Atlassian account," the email verification codes are issued per request — each time the flow re-requests one (a resend click, a page reload, or a delivery delay that makes them click again), a fresh code goes out. That's why he eventually got in by entering one and clearing the CAPTCHA: any current code works, the volume is just the flow re-issuing.
If the codes are genuinely firing on their own with no user action — 8 in three minutes with nobody clicking resend — that's worth raising with Atlassian Support as a possible identity-platform delivery issue, because customer access settings won't fix a send-loop; they just let you route around needing the account in the first place.
