New team-managed Jira space has no Access settings and creator cannot add tasks

I created a new team-managed Jira space named RE. I am the listed space owner, but I cannot add work items. My account can create and manage work items normally in all our other team-managed spaces.

Rovo suggested that this may be related to JRACLOUD-92111 and instructed me to go to Space settings → Access → Manage roles, duplicate the Administrator role, and assign myself to it.

However, Reliable Energy’s complete Space settings menu contains only:

  • Details
  • Automation
  • Apps

There is no Access or Manage roles option. The overall Jira User Management → Project Roles page also shows no project-role associations for my account, even though I can work normally in all existing spaces.

Reliable is the first space I personally created. In the existing spaces, I replaced a former employee and inherited her established responsibilities.

Why is Access missing from this new team-managed space, and how can I correct my administrator role so I can create work items without deleting the space again?

Rovo recommendation is irrelevant here, as Jira Free lacks custom space roles and global settings do not display team-managed roles.

Issue is likely your Jira Service Management app access. Have an Org Admin confirm in Atlassian Administration that you hold an active JSM User/agent seat, as Jira Free is capped at 3 agents and creating a space doesn't automatically grant one. To test this, create a request via the space's Customer Portal versus the global Create button; success only on the portal indicates a missing agent license.
