We would like to request a change in the form layout and field design for better clarity and user experience. Currently, the field descriptions (helper text) are displayed below the input fields. However, for improved readability and consistency, we want the description text to appear immediately below the field label and above the input box.
This change is especially required for the “Summary” field, where the description is currently shown at the bottom of the field. We want this behavior to be updated so that the description appears between the label and the input box, consistent with the desired format.
Implementing this adjustment across all relevant fields will ensure a more intuitive form structure, improve usability, and provide better guidance to users while filling out the form.

While JSM is not flexible with the request that you have and since your users are experience bad UX, have you tried using the Display name only without the description itself. Naming should be used enough for the users to understand it's purpose.
We have already tried that approach as well. However, in the portal, when multiple input fields are displayed, the user experience becomes inconsistent. For one field, the description appears below the input box, while for the rest of the fields, it appears between the label and the input field. This creates a visually inconsistent layout and does not look good from a UX perspective

Not much that can be done from that side, except to have some third party apps that would fix the UX, or to develop a custom Forge application that will do something to enhance the UX.
