My company wants all profile photos to come from their SSO (no user updates). Is this possible?

The company wants re-use of their corporate pictures in all their apps (using Jira, Confluence, Access).  Can this be setup via Atlassian Access or at least prevent the users from updating their own profile photos so that they might not conform to the expected photo standards?
