This is within the jira service management.
Whilst submitting a request, as an admin I can test the picker and see other users that I can add, as a user I can't see other users.
I have endlessly checked permissions, global and project based, to no avail. I'm guessing there is a setting somewhere that I'm missing potentially to do with privacy. Or the users I'm seeing as an admin are cached in some way and aren't actually based off any kind of permissions. TIA

Visibility of users in a user custom field is controlled by the browse users global permission in Jira. Users must be a member of a group with that permission in order to search for users in a user picker field.

In yellow, is the group we use for most users it's already a part of "browse users and groups" in global permissions.
