Moving an issue to a different project doesn't notify the reporter of the new ticket number reference.

Additionally, When an issue is moved, anyone who goes to the old <jira>/browse/<project>-<sequence>, they are automatically redirected to the new one.
The other option is to use Jira automation. Trigger issue moved and action sends an email to the users who need to get the email.
