Modify email handler based on "to: address" (share mailbox forward)

In Microsoft 365 we have a variety of shared mailboxes.  This mailboxes are set up based on our customer service team in various locations.

The address looks like this csrtam@domainname.com, csrtac@domainname.com, 
The shared mailbox is set up to forward to: csr@domainname.atlassian.net (service project for our customer service team)

I now want the customer service projects to either tag the message or put it in a queue for that csr team.

I read that you can modify the mail handler but I'm confused on really what to do.  If I could create a tag based on the original "to" address (not the forwarded address), I think that would satisfy what we need and then create an automation rule to send the request to the correct queue.  

I'm very new to this, so I hope I'm making sense.
