What is the easiest way to ensure that a project's tickets and it's boards can only be seen by a select couple of people?

you need to setup a permission scheme for your project so that browse project permission can be associated to a specific group/role.

If you use TMP it gets easier, just set up Access under project settings.

It is generally better to do it with roles. First, create a permission scheme. Browse Project permission allow users to see issues within the project. Assign a role (existing or new) to this permission and also do assignments to other permissions (Create Issue etc). Then configure User&Role assignments in People tab.
