Some more things to check:

  • SMTP configuration. If you're using an external mail server, verify that your SMTP settings (host, port, authentication) are correctly configured in Jira.
  • Outgoing mail queue. Go to Jira Administration -> System -> Outgoing Mail and check if there are any stuck emails in the queue. Try flushing the queue manually.
  • Logs and Errors. Check the Jira logs (atlassian-jira.log) for any specific error messages that could give clues about the root cause.
  • Firewall and network. Ensure that Jira can reach the mail server and that no firewall rules are blocking the connection.
  • Test Connection. In Outgoing Mail settings, try using the Test Connection feature to see if Jira can successfully communicate with your mail server.

If the wheel keeps spinning indefinitely, it could be a timeout or a background process issue. Restart Jira and test again, it might help.
