Log-in portal: Cant find the "Public signup" option in Configuration

Tried to follow this instruction, however, I cant find the public sign up option. Anyone can help?

We are on a free plan.

See the Customer Access option

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.

The setting set as in your screenshot, are set to allow public signup.

There is no option called "public signup".
