We have a customer with multiple locations that have our asset installed. We would like the customer to identify the location of the issue when logging an incident in the customer portal. Is it possible to expose the locations for that customer at the time of the incident is logged? Assume that the customer locations are all in the Assets database in Jira.

Yes.
You would have to to create a new asset object custom field, see documentation here
Add the field to the screen used in you JSM project and you are able to use the field on the portal in a request.
