I still don't understand how I can acquire the Jira menagment Institutional license. Could you explain it to me step by step, as I'm having a lot of difficulty.

Applying for a special licence requires filling out forms, links are provided in the relevant sections on the documentation in the link above.

You application will be assessed if you are accredited or not.
