Is the Jira portal utilizing Jira Service Management for its support portal? Additionally, could you provide guidance on how to replicate the design of the Jira support portal as seen on https://support.atlassian.com/?

The Atlassian support website is not based upon JSM. I am unsure of what product infrastructure the site is based upon. What are your requirements? What about the site is of interest to you? JSM may meet your needs and maybe not. It all comes down to requirements.
