When we have users submit a ticket through our portal we are looking to have a page pop up that says something to the effect of "Your ticket has been successfully submitted..." and some other options. Is that possible to add/change?

Unfortunately, I don't think you will be able to do that with out of the box JSM. There are some add-ons that might accomplish that for your such as:
