Are all the JIRA internal modules (not the 3rd party add-ons) included in the price quotes I am seeing on the company site?
We are interested in the Service Management, as well as, the project management.
Example: 10 users for IT is showing $1600.00/year. Does that include Service Management?

This help page has a quick overview of the 3 Jira Products - Jira Software, Jira Work Management, and Jira Service Management.
In relation to Service & Project Management, Jira Service Management does come with Jira Work Management's functionality. A quote from the help page above:
By default, both a Jira Service Management license and Jira Software license include Jira Work Management functionality with their licenses.

You mention $1,600 per year above - I anticipate you're looking at 10 users of Jira Software (Premium) - is this correct?
If yes, this does not include Jira Service Management, which would be an additional cost. Jira Service Management does include Jira Work Management though.

Jira Service Management (JSM) can run on its own, it does not require Jira Software.
You can get either a free instance - or, a free trial of one of the paid plans, depending on what features you need. Perhaps it's worth giving it a try? :)

Jira Software and Jira Service Management are two separate applications in Atlassian envs. Licensing of those applications are completely separated. JSM is not a module of Jira Software Application.
