Is there a way to remove activity collapsing in JSM Cloud?

I understand that activity/comment collapsing is able to be disabled in JSM Server by setting jira.comment.collapsing.minimum.hidden=0 however i'm wanting to do this in Cloud - is there a way? I've tried clicking around but cannot see anything.

Essentially, our users want to be able to view the entire activity of a record (we only get max. 20 entries per issue).

The option jira.comment.collapsing.minimum.hidden is available on Jira Cloud as well, but it doesn’t work on the new issue view. 

There are feature requests suggesting the implementation of this ability:

• Ability to expand the comment section at once in the new issue view
• User-option to disable auto collapse on comments
