When sending emails to a reporter who has elevated a problem, sometimes, we need to include more than just the one recipient. I recognize that there can only be a single reporter at a time, which seems to be the method of selecting whom the email goes to.
I'd essentially like to know if there is a way that we can send emails to those whom we need to get the emails, without changing the reporter, and not just keeping it to a single reporter (and instead add multiple "reporters").
Any insight is greatly appreciated.

Watchers might not be the right fit here. A watcher is essentially another backend user (like an agent or jira software user).
If you are looking at the Reporter then you would need to look at the Request Participants.
Either way tho, a watcher would get all the emails where they are defined as a recipient on the notification scheme. So they can't choose it themselves but you can bake it in to the notification scheme.
A Request Participant that is just "another reporter" and they would get the Customer Notifications.
You could however also add a custom multi-user picker field, add some users there and then build an Automation rule using the "Send email" action to send them specific emails.
Imho, those would be your 3 options unless you want to use an app like Email This Issue which can define more granular mails but at a cost of the app.
