Is there a difference between deactivating a user on managed accounts tab vs users?

Asking because I have more users under Managed Accounts...the users that don't have any site access on Users tab aren't being counted as "Deactivated" on Managed Accounts tab..

@Sierra Managed users are just users on a verified domain that you manage. Sounds like you have two different directories that you would need to deactivate users out of.
