Is it possible to hide the Create button in Jira software without editing permissions?

I want to hide the Create option for particular users. Is it possible to hide the Create button in Jira software without editing permissions?

In Jira software, users (by default) will need to have "Create Issue"/"Browse Project" permission to create issues against the authorized projects.  It has nothing to do with the "Edit Issue" permission.

However, you cannot hide the "Create" button from the Project UI as it is controlled by Atlassian's application setup.
