We are having issues where users cannot submit tickets because they created their Atlassian account incorrectly. We are needing to meet with users often to resolve this, and although we could make some sort of mass training to go out to staff, we would prefer if we could just force all users to sign in using their Microsoft account. Is this doable? If so, where would I find this setting? Thank you!

Yes this is doable, you will require an Atlassian Guard subscription.
You can then integrate your AD and have single sing on enabled through your IDP.
