I was having this problem (Screenshot) when i as user (has access site only) , viewing a confluence page that have jira service desk report count issue , inside of it.
Confluence page have Anonymous Access.
Is it posible or a way for the user (has access site only) can view the reports?
You would need to allow anonymous access to the Jira projects whose issues are included in those reports.

I added "public" on all permission scheme for this project (service desk).
But unfortunately , is still not working for this type of user (screenshot).
But when i activate "Jira Service Management" access , it work .
Its possible without that access. What did i do wrong?
By the way, i using ITSM Template for my project.

Are you using a Free plan or a paid plan for Jira?
Are the Jira macros embedded in Confluence using Saved Filters or do they use JQL to select issues?

Yes we use paid plan for confluence , jira and service desk . but we want to share it to public user / that have "access site" only.
Yes we use "Insert JIRA Issue/Filter" / jql (screen shot).

Based on the response on this post:
...it appears that specifically for a Service project you cannot grant access to search results without granting the user product access. So, no, users that have only Site Access will not be able to see the filter results in Confluence.
