They are different. Basically, the roadmap function provides a simple way to display your items within a project in a timeline gantt (both company managed and team managed project). However, it uses EPICs as the main focus. So, if your project doesn't use EPICs, then there is nothing will be showing. Lastly, it is a single project based.
On the other hand, "Plan" (Advanced Roadmaps for Jira) gives you to plan and track work strategically across multiple teams and projects. Designed to empower teams at scale, you can plan based on capacity, track dependencies, manage competing priorities, and explore alternative scenarios with a single source of truth into the current and future health of your initiatives. NOTE - currently it only supports Company Managed project category projects.
