Invited customer to Jira with a service desk customer project role and they cannot create an account

I sent an invite to a customer at their email address. The customer received the invite and proceeded to create an account on Jira. Before the invite was sent I added the customer to the appropriate project and project role. I also went in and approved the domain for this customer. The customer gets the following error screen when creating a customer account for Jira. Please advise.
