is there any way of creation an information banner which will be available for internal users (not customers) only in Jira Service Management?

The short answer is no, you cannot limit the banner in Help Center to only be visible to internal users.

Well, the thing is that we don´t want create information banner in Help Center at all. We need it in Jira - we´d like to share some information with team. I guess there is no way of creation that. Am I right?

Correct, the banner in Jira cannot be limited to specific groups.
