"I've published a Forge app on the Atlassian Marketplace and recently switched it to 'Paid via Atlassian.' The Atlassian team requires me to set up a 'Support ticketing system' link. I created a new Jira Service Management (JSM) project for this, but I cannot access the required Customer permissions settings. I receive a 403 Forbidden error, even though I am both the project creator and a Jira administrator." Kindly guide us.

You need to grant your own account the Agent permission in Administration User Management.

Can you access, the User Management section via the cog wheel in the right corner, do you see this option?
If you are open the User Management and find yourself in the user directory, and on JSM grant yourself the agent license.
If you can't you need to reach out to a user, site or org admin of your instance to grant you this agent license
