In our org we have contract employees, so one of them should have access to create the ticket for one particular request type. So let me know any possible solution.

You can use the Request Type Restrictions functionality in JSM.
Create a group containing all regular internal employees and then restrict all request types - except the ones intended for contractors - to that group. This way, contractors will only be able to access and raise the specific request types meant for them.

You can restrict it in other ways as well, but all depends on how you are configured.

Thanks for your response. I am planning to create restricted functionality so that only one contractor can access a particular request type in the project. However, my concern is that this request type might still be visible and accessible to other internal employees. Could you please confirm if it can be fully restricted only to the contractor group?
->Which role to assign the contractor, whether service desk team or customer role? Please let me know.

@Abilash - To just Submit a request one can be a customer only, and yes once you restrict that Request Type with groups, then it will be visible only to those who are in that group.
Is your Portal open or Restricted?
If open then as a customer, they should access it
