In CMF project users are not able to create issues, what will be the reason

Hi Team,

Currently below mentioned users are not able to create issues in
CR Management Finn One NEO project as we provided all the permissions and roles to create issues.

This is a public forum so its not why to provide detailed user information.

Are these users granted a role on the project, has this role have at least browse and create issue permission.

But 1st do these users need to be a customer or agent?

If then need to handle issues, then need to be agents and so they need to be granted a license.
