I can able to get all changes made in the issue in a separate rule. And all comments made in a separate rule. Now, I want this to happen in a single rule. Suggest me how to achieve this automation.

If you want to make only one rule then you can do it.
First lookup issues for getting the changes done in the last 14 days then send an email, then add action and add a branch search the issues which has been updated in the last 24 hours and send the email as mentioned in the screenshot.
If you want to send both data in one email then you can do it as well just add the email content mentioned below the comment email content.
