I don't think this can be done on Jira Cloud.
For Jira Data Center there is an article that describes how to replace the default satisfaction survey emails by something custom via an automation How to customize the Customer Satisfaction email in Jira Service Management
No such thing for Cloud.
There are automation rules so you could give it a try.
