Hey,

I want comments mandatory for users while they are assigning issues to other users. Is it possible? without workflow transition?

No, you have to add a validator to your workflow. How else can you validate that a user wrote a comment? :)

Yes, I know that this is the only workaround, but I am trying just to hide the assignee field from Create. View, Edit screen but it is not reflecting as well.

I am hiding because after that only way left to assign the issue is workflow transition. But Assignee field is still visible.
