I restored a backup of my site to a new Jira Instance now Former User Stuck in the Database

So I created a new Jira site and just restored a backup of one of my other sites to it so I would have the new site as a replica. Granted I should have migrated over the existing to the new instance but this seemed to work except for now I have a "Former User" That keeps popping up in my Approvers field and elswhere. I removed all the users from the old instance in the new one but this seems to be stuck. Anyone else see this? It looks like there is a placeholder in the database for this user but I deleted him out when I restored the old site backup to the new instance. Now Jira just calls him "Former User"
Any advise wouldbe great! Thank you
