I can't update some of the users to be Creators

Hi,  

I can't add some users to be creators. I see a different view than what's presented on this page and the option that I used for other users is disabled for this user (who's a site admin. I don't know if it's relevant).

@Dana Weinbaum What do you mean make them creators?  I believe that this is disabled because the site admin access gives them access to the other levels by default.

I'm not sure I understood your answer ("the site admin gives them access to the other levels by default"). The creator is the highest level.
I think I found out how to do it... I just need to update in a few different locations and it's very confusing and not trivial.
