I am not able to raise request through cutomer portal? Showing error. Even if I have admin permissions.

Admin rights are irrelevant here, they just give you the ability to administrate, not "can do everything". They wouldn't even help if you could do everything in this case.
The problem looks like you have got a field that is set to be required, but not presented to the customer in the request page, so they cannot fill it in.
As an admin, you can check and fix this, have a look first at the projects fields and check which ones are set to mandatory, then check that all of them are on the request forms.
