I am currently using the department Jira licence and cannot access Knowledge Base on any of the current service projects.
Do I need a premium licence or personal JIRA licence to have access to Knowledge Base? I require the templates used for knowledge base articles, but cannot seem to find any or "create" any. The team will not be using Confluence for this either.

A KB on a JSM project is hosted in Confluence, to get access to the KB space in Confluence you need a Confluence license.
People using the JSM portal are provided the articles from the KB based on settings in Confluence, but they are not able to update or create new ones.
only users with a Confluence license and access to the KB space are able to do so.
Ask you product administrators for access to Confluence.
