Welcome to the Atlassian community.

The Jira Product Administrators of your Jira instance can create new projects for you.

They may also enable specified user groups permission to create Team Managed projects without the assistance of a Jira Product Administrator.

You will need to contact the Jira Product Administrators for your instance to find out if the second option is one they will enable.
